Proposed activities should be interactive, innovative, and strongly practical. The Embassy expects workshops covering foundational and applied topics such as information systems, cyber defense, data communications and networking, cryptography, digital forensics, the Internet of Things, and combatting mis- and disinformation, with particular attention to misinformation tied to malign international actors. A key feature should be a realistic security simulation in which participants practice identifying threats and defending against targeted attacks. Training should also include operating system security fundamentals (explicitly including Windows), such as password policies, security settings, update practices, and techniques to harden systems.

Eligibility is primarily focused on Moroccan entities. Applications are invited from established Moroccan associations, organized civil-society organizations, and academic institutions that already have a final registration receipt and an established bank account at the time of application. U.S. and third-country organizations or nationals are not eligible to receive an award unless they are partnering with a Moroccan NGO. Applicants must also not be listed on the Excluded Parties List System (EPLS) within SAM, consistent with debarment and suspension rules. As with many U.S. government assistance awards, organizational registrations are required, including a UEI, NCAGE/CAGE code, and active SAM.gov registration.

The project is designed to run for about 6 to 9 months and must be completed within nine months or less, with an anticipated start date of January 2023 (projects should not propose a start date earlier than that). Funding is expected to fall between $40,000 and $50,000, although budgets outside that range may be considered case-by-case. The Embassy notes that successful performance and funding availability could allow renewal for up to two additional years on a non-competitive basis. A notable budget rule is that equipment purchases cannot exceed 10 percent of the total project cost, pushing applicants to prioritize training delivery, content, and program activities rather than hardware.

Because this is a cooperative agreement, the U.S. Embassy will have an active role. Embassy staff will provide branding guidance for promotional materials, participate in promotion through U.S. Mission Morocco platforms and media engagements, and approve key operational elements such as the venue and the recruitment and selection plans for both participants and trainers. The Embassy will also help connect the implementer to U.S. government exchange alumni, U.S. company representatives, and Mission personnel who could serve as speakers or trainers. In addition, the Embassy will identify, recruit, and pay for the travel and lodging of one American expert who will take part in the program, and the Embassy will review and approve speaker/trainer rosters and the proposed workshop topics and formats.

Applications must clearly explain how participants will be recruited and selected nationwide, with explicit efforts to ensure gender parity and geographic and socio-economic inclusion. Proposals are also expected to include a plan for identifying and recruiting local trainers, and to provide a detailed sample agenda showing sessions and activities. Strong monitoring and evaluation is required: awardees should be ready to use surveys, polls, or other evaluation tools before, during, and after implementation to measure results and program effectiveness.

Submission requirements are specific and document-heavy. Applications were due by August 5, 2022, and had to be submitted electronically to Rabatgrants@state.gov by midnight, with no late submissions accepted. Required forms include SF-424, SF-424A, SF-424B, a Project Narrative Form in English, an Applicant Organizational Information Form, a detailed budget proposal in USD (using an exchange rate of 1 USD = 9.5 MAD), and CVs for the director and key project personnel.
